Richard Hooker Jr. is the Secretary-Treasurer and Principal Officer of Teamsters Local 623 in Philadelphia, a position he's held since 2020. Under his leadership, Local 623 has added new bargaining units, mobilized a formerly dormant membership, and won big in contract negotiations. A leader in the Philadelphia area labor movement Hooker is recognized beyond the Teamsters as a relentless fighter for the working class. Now, he's running for General President of the International Brotherhood of Teamsters.
Brothers & Sisters, we are at a crossroads in our organization. For decades the Teamsters have been plagued by a system of fear, bullying, retaliation, intimidation, and retribution. Under this system of governance, the members have suffered.
The employers have taken full advantage of this. Employers also use these same tactics to brutalize our members. Our members should not be afraid of the employers or their union officials. Unfortunately, this is the case.
The Teamsters can never be all we can & should be until we get rid of these elements. It all starts at the top.
Unfortunately, our current General President acts like a king and wants us to be blind faithful subjects—just like the bosses want. Until we get that mindset out of our own organization we can never get it out of our workplaces.
Our platform is about eliminating this current system and giving our members real power.
Power in negotiations. Power on the Shop floor. Power in their locals. Power in their Joint Council's and power in the fight against their respective employers.

Open bargaining for contracts is essential. Full transparency at the bargaining table empowers members, holds negotiators and employers accountable, and builds trust. Hiding information creates doubt and weakens the membership.
Internal organizing and education is crucial. As Ron Carey said, "you can't organize new members if you're constantly selling out the ones you have." We must educate, empower, and elevate our members, not just on contracts and grievances, but also on societal issues. We need to prepare the next generation for leadership through action, not just tough talk.
In any organization there comes a time when institutional practices become outdated, when bureaucracy seems to serve no function. A review of our organizational functions and practices is in order. Our union works best when it is efficient and democratic.
The Teamsters have made great strides in expanding union democracy at the International and at the Local level. However, rank-and-file members still do not have a say in Joint-Council elections. We need direct rank-and-file elections at every level. Wherever your dues go, your vote for union leadership should follow.
Our current General President has isolated us from the rest of the labor movement by aligning with an anti-worker administration. When workers' rights and protections were threatened, there was no demand from our leadership to fight back. To win we need a united labor movement.
Despite promises to bring UPS "to their knees," our members are suffering from excessive overtime, constant harassment, and a lack of consequences for the company, buildings are closing, and jobs are being lost. If we're serious about standing up to UPS we need to be prepared to walk the line.
